It's something to try for anyone running dual monitors on their PC and having the Google Play Movies website/app not properly stream your movies at full 4K UHD.Once the download is complete, you'll see a “View” button at the bottom. So, while I'm still not able to stream my 4K-HDR purchased films at true 4K UHD HDR-10 (3840x2160p), by disconnecting the second monitor from my GPU, the movie started to stream on my main display at 1920x1080 (1080p) resolution. Even though both displays were connected to my GPU using certified HDMI 2.1 cables, both cables with HDCP 2.2 (copy-protection) certifications, for some reason having two monitors connected made the Google Play Movies video streaming software freak out and downgrade the performance.

I discovered this by unplugging my second smaller 1080p monitor from my graphics card. I just found out that because I was using a dual-monitor setup, one 27" 1080p 60 Hz PC monitor to my left (for work), in addition to my main display (a 40" 4K 60 Hz native UHDTV with HDR-10+), Google Play Movies was downgrading my purchased 4K movies to approximately 800 x 400 pixels in SDR (standard dynamic range w/ 8-bpc sRGB color). Every piece of computer and display hardware and software on my end is setup properly to allow Google Play and my Google Chrome browser to be able to play 3840x2160p 60 FPS HDR-10 WCG content, but for some reason, Google Play will only stream Alita: Battle Angel (and all other 4K movies I bought here) at 1920x1080 resolution with a low bit-rate and very noticeable compression artifacts (blockiness, blur, banding) visible on every video frame.

Also, my operating system is the very latest version of Windows 10 Professional edition (May 2019 Update with all patches through today ), my display resolution is set to 3840x2160 60 FPS with HDR enabled in my Windows 10 display settings menu, my monitor's native resolution is 3840x2160p 60 FPS with HDR-10 PQ with a Wide Color Gamut enabled at 95% of the DCI-P3 color space, and my 4K monitor is connected to my Nvidia GeForce RTX 2080 Ti graphics card (with latest GPU drivers from Nvidia), which is connected via the newest specification of 4K-UHD HDMI 2.1 cable which is certified to allow 4K UHD 60 FPS HDR-10 video to pass through it from my GPU to my monitor.
